Question 1: My son will be finishing his studies end of August 2023 and has to travel to UAE for personal reasons which will be around 3-4 months. Can he apply for the Visa while he is in CA and then get the visa stamped while he is in India?

Question 2: The processing times for PGWP from UAE was showing around 180days a month ago and now it says 89 days; what is factor which IRCC knows from where we are applying while we are applying online?
