The course im taking right now doesn’t offer PGWP then after I graduate can i still be able to apply for PGWP somehow?
And my second question is,
If the course im taking comes with a condition that i need to have job offer upon graduation to obtain PGWP, so incase I don’t get the job offer will i be still able to get the PGWP or i have to leave.

No there is no way to qualify for PGWP. I have never heard of a course that requires you to have a job to get PGWP.

This is what I found in CIVC website:

Flight instructors who meet either of the following criteria may be issued work permits under the PGWPP. In order to be eligible, applicants must:

have completed a flight training course at a Canadian training centre and have obtained a Canadian commercial pilot’s licence; and
have obtained, or be in the process of obtaining, an instructor’s rating and have received an offer of employment as a flight instructor from a flight training centre.

Watch out fo4 the language it says “may”. Would speak to the school about what there experience has been.
