PGWP - New rules and Break

Hi,

Does anyone know if the new rules regarding the PGWP is valid if someone:
Starts a 2yr program on Jan/2017
Take a summer break in May-Aug / 2017
Start again on Fall
Winter
and finish on summer 2018
applies?

Cause As I saw, the new rules tooks place on Jul/2017 , and My summer break was already started, I couldn't know about those new rules.
As it happened after I had my summer break it will affetcts? Even though the rule was not valid at that time.

I appreciate any help
