I will be graduating soon and most of my friends are saying that my PGWP will be rejected because I have one part-time semester. We need 3 courses to be considered full time in my uni .
The break down is
winter 2016- 3 courses
summer 2016-3 Courses
Fall 2016- 3 courses
Winter 2017 - 2(courses Because I VW'ed one course later in the semester and I was not Working at that time )

Fall 2018- 3 courses
Winter 2019- 3 courses
Summer 2019- 3 courses
Fall 2019- 3 courses

With the above mentioned is it possible that My PGWP will be rejected?

You may qualify if you explain your situation in a SOP however if they were to deny you a PGWP, they would have full justification to do so as you were part time for 1 semester that was not your last semester.

failing an exam while being a full time student does not lead to being a part time student. You are still a full time student if you fail a course. So it won’t affect PGWP
If you fail an exam, you don’t have to do anything. You will automatically still be a full time student. You can retake the course a second time if you want.
From what an immigration consultant told me, The officers count starting with the semester that you started studying full time ( in this case summer 2017). You studied for 3 years after that as a full time student so you will probably get a 3 year work permit.
If you study part time right now. The counting will start all over again.

It can certainly affect PGWP eligibility if retaking the course causes the person to go part-time or to have to extend their course beyond the scheduled finish.
They do take a look at the entire program but start counting from the time the person starts studying full time. Of course there shouldn’t be too many part time semester because they might think that the student is working illegally during that time.
Still incorrect and no idea where you even got that idea. Students are allowed to be part-time in their last semester only. Part-time studies in ANY previous semester make a person ineligible for a PGWP.
