Hi,

I'm applying for PGWP and have a question about Education section.
I've just finished 1 year certificate program at a Canadian college.
Before I came to Canada, I also went to a university in my country and have 2 bachelor's degrees.

According to CIC, I need to write my highest level of post secondary education.
("provide full details of your highest level of post secondary education", http://www.cic.gc.ca/english/information/applications/guides/5580ETOC.asp)

What do they mean by "highest"?
Most recent one? Or... is university degrees are higher than college certificates?
What do I need to write?
