Even if she gets approved she needs to have a plan to return to her home country. Supervisa insurance only covers emergency care so if she has chronic health issues that is not covered.
thanks everyone for clarifying this. Yes I know supervisa is an option. but having the supervisa insurance is pretty expensive. considering the age and health conditions.
if I get her on supervisa. Can I apply for PR on humanitarian grounds. off the 4 ....3 siblings are in Canada. Would this help?

And as pointed out already, be prepared for cost of treatment if she has health condition while staying in Canada as a visitor (supervisa is visitor visa and the insurance only covers emergency).

Supervisa is just emergency travel medical insurance for an older population that tends to stay longer than typical vacations which also increases the risk of a health emergencies. Routine care or care for chronic conditions isn’t covered. Neither are medications that people are currently taking.
Would add that access to specialist care may be very difficult for private payers in non-emergency situations. A supervisa is just a visitor visa that allows you to visit for longer but is not a vehicle to live in Canada and put demand on services. Think many are under the false impression that this will allow parents to live in Canada like other seniors with permanent status.
Just to give you an idea . I had to go into a walkin clinic the other day in Toronto .
The clinic has the fees posted for non insured individuals. Private insurance is not accepted . $140 to see a Dr. That does not include any tests that may be required. Those are extras fees for non insured people.
Cash & credit cards . You deal with your insurance yourself .

BP and diabetes are quite huge risk factors for many expensive medical emergencies. Seems a bit high but have not seen a ton of comparable recently. One trip to the ED is probably 1k minimum so understandable while costs are high.
Given the state of HC it was somewhat predictable and actually necessary although it would have gotten significant pushback by MPs and many constituents. One of the reasons this was likely announced very late on a Friday. Unless you are personally affected most Canadians had zero idea this was possible. Without reforms to asylum, H&C and supervisas IRCC is just punting parent sponsorship to often more expensive options.
