How long does it take to get permanent resident travel document while outside canada? My nephew is in the philippines right now. He is living in canada for 17 years now.
 
Hard to say. It varies between locations. Could be a week but some have waited months. Would apply as soon as he arrives in the Philippines. He should really apply for citizenship or at least keep a valid PR card in the future.
