Hello,

I am currently in a visitor implied status because my PGWP expired.

Can I get a work permit once I get an ITA for PR and will I be able to work if I apply for one?

No, you're not eligible for a BOWP if you don't have a valid work permit at the time of your PR application.

Even if port of entries were open, the situation would still be the same.

In order to restore your status back to a work permit or apply for a work permit, you need a job offer and approved LMIA from your employer.

You won't qualify for a BOWP when you receive ITA since you are no longer holding a valid work permit.

So getting a job offer and approved LMIA is your only way of qualifying for a work permit. The alternative is to wait in Canada as a visitor without working until your PR application is processed and approved and you become a PR.
 
I really don't know what to do. I'm from Venezuela and I can't go back. It's not even an option. I've been here for 7 years, studying then working. If I am not able to work, how does the government expect me to support myself? I'm desperate at this point, especially because a lawyer gave me extremely misleading information which has led me to where I am right now.

Aren't there any possible COVID exceptions?

Any help is much appreciated.
