Daughter has Permanent Residency and landed 2021/11/23 (I sponsored her as a dual citizen). She decided she wanted to finish high school in the U.S., and now wants to immigrate. She still have time to meet her residency obligations and can use her current PR card to cross the border. No need to apply PRTD (Permanent resident travel document).

She would have to appeal to try and retain her PR status. You should have really waited until she was sure she wanted to move to Canada before sponsoring. Assume she may want to travel back and forth between Canada and the US so risks getting reported during every encounter with CBSA until she meets RO.
