Pending but for final review and decision

I would like to ask help understanding about what the MP's feedback that our file/application is pending but for final review or decision. What does this exactly means? Our second medical will be expiring in 3 months and background check is in process for almost 9 months now. Are we getting close to the end based on what the MP said? Thanks!
