PEI or SINP ?

I was nominated by PEI @ 2175 but my PCC was from Police Commissioner > 4 years thus got rejection.
Now I got SINP as well as PEI nomination again.

1. I am getting PCC from Passport Seva Kendra now
2. I have accepted SINP - is it a good choice over PEI ?
3. Can I change my NOC after receiving nomination ?
My duties are fitting in both 2173 and 2175

sinp is not bad at all but i think there is little chance to get computer related job in sk with
satisfactory wages.it doesn't mean that you will not get field job but have to do some sacrifice with
wages and weather.

Can you please elaborate that what was wrong with the police commissioner's PCC and that why you are getting it from the passport sewa kendra
