PCC - Malaysia

Hi Guys

I am currently residing in Malaysia and as per CIC website guidelines for PCC of Malaysia; I have to do the following:

"Do I need to provide a Police Certificate for Express Entry?
Yes, but only after you submit your application. When you apply for permanent residence, you will be asked to upload a police certificate. Instead, you must upload a document that states: “I am applying from a country that requires an official request letter from IRCC to get a police certificate.”
We will then review your application. If it is otherwise complete, we will send you more information on how to get a police certificate. Please read the instructions above for more information."

Based on above text, should I make one blank page with text " I am applying from a country that requires an official request letter from IRCC to get a police certificate.” and upload with my other PCCs ? or is there any specific document need to be done ?

Correct, a simple letter stating such quote will be sufficient.

I am currently working in Kuala Lumpur, Malaysia. I want to know how many days it take to receive PCC in Malaysia with application from CIC. Also, what documents are required for non-Malaysians to receive PCC. As I haven't yet received ITA, can I apply for PCC and use the same for later?
