In fact, it's other way round, contact Saudi embassy in Egypt.

ok, Cos I did that before but from UAE.
I used to work in the UAE then I left it and went back to Egypt, so I think the steps are all the same, all you hae to do is to get your PCC from Egypt (Original is a Must), go to Saudi Arabia Embassy Here in Cairo, you'll fill an Application there, and will pay a certain fee (UAE I paid around 150 DHS), and they'll process it for you, it will take around 4~6 weeks to get it, they'll give you a call when it arrives..
