Passport dispatched from Ottawa but application still in progress

Hey guys I’m CEC inland and got PPR early this month.
My passport was sent on Nov 15 and my return mail got activated just now, but in my cic account it's still shown as "in progress", no update at all, is this normal?
It might because I have a dependent outside of Canada and we sent passport at different time, but just want to confirm is there anyone had this problem before? What is going on?
