I was wondering what if I had sufficient income in 2018 and then in 2019 the income dipped below the cutoff and then in 2020 the income was back to "sufficient income", do I wait till 2021 to sponsor them? Basically does CIC count 3 consecutive years and if you fail to meet 1, you start all over again?

You need to meet LICO three consecutive years in a row. If you don't have enough income in 2019, then you restart the thee year count in 2020 and will need to wait until 2024 to qualify.

Sorry, I have a quick question regarding Super Visa for my parents. Regarding financials, LICO for 3 people would be $39,672 however my most recent NOA is $38,400.
I landed mid 2019 so my NOA is only based on half year of income. In order to reinforce my application to cover the $1200 amount on my NOA, I can provide following documents:
1- Employment Letter stating $70k+ annual income.
2- Pay Stubs with EI for the last 12 months.
3- Bank Statement having $30k+ in savings.
4- Obviously the NOA showing $38,400.
My NOA is only covers half of the previous year, however my income over the last 12 months is almost twice that and well above LICO.
Do you think above documents would be enough to prove financial ability for Parents Super Visa?
