Sorry let me rephrase what I meant to say:
"I wonder if its possible to just go on vacation to Toronto/Missisisauga during early January with a completed PGP application, and submit it on Jan 3 to the post office. They wont ship on that day because its Sunday, but they will ship on Jan 4 in the morning. Surely that's the quickest way to get your application in since applications from other provinces might take an extra day to arrive"
It might sound a bit exteme to do this but its better than waiting another year to submit
No - not necessarily extreme. Anyone who followed the parent / grandparent 2015 thread here knows that a member of this forum did just that.
Having said that, sending the package by courier from Toronto on the Sunday for delivery on the Monday didn't guarantee your application would make the cap. At least a couple of couriers missed their delivery dates due to application volumes. There are a number of members of this forum who had expected their packages to arrive on the first business day - and instead failed to make the cap. I predict even a bigger mess this year.

While it may seem extreme to do that but it is doable. Desperate people do call for desperate means. Not only people fly in to Toronto to mail the PGP package. There have been some incidence of people flying from Alberta out to Halifax with a road trip to Sydney, to make a same day delivery of their citizenship application on last day of 3/4 citizenship rule change.
