My parents in law's application has been in limbo for the last couple of years. It has been their 6th year on the application process. They had the medical exam two years ago and the MANILA Embassy had their passports few weeks after the medical. The MANILA Embassy said that my father-in-law's medical exam is under review by their chief medical examiner while my mother in law had passed her medical exam with no issues. My question is, if my father in law fails the medical while my mother in law has no medical issues, Would they grant the permanent resident for both? Or would they grant my mother in law but not the father in law? My mother in law is the primary applicant.

Anyone on this board who got a similar issues? The CANADIAN Embassy had their passports for 2 years now.

Depending on the failure of medical, it's better if you can get opinions of your family doctors/specialists and need to demonstrate that he won't be additional burden on healthcare..........

otherwise in parental category, ALL medicals must be cleared otherwise it(decision) will affect everyone

Agreed. Both parents must pass the medical. If one parent fails the medical, both parents will be refused the visa.
