It seems like both Quebec and Federal requirements need to be met for parental immigration according to this Quebec government site -

Immigration is a shared jurisdiction between the governments of Québec and Canada. In the case of the family class (sponsoring a close family member), the person who wishes to sponsor must satisfy the requirements of both governments. Does this mean that Quebec's financial requirements are actually stricter? i.e. it needs 3 years history and greater income?

Following up on this thread. Does Quebec need 12 months of residence or is it merely sufficient to show that you exceed the income criteria in the past 12 months.

My case in particular. I am required to show income of $65000 CAD in the last 12 months sourced from Quebec. I plan to move to Quebec in Mar 2017 and can earn 65K in the remaining 9 months. Do you folks think that this might be sufficient. (1) Do they need me to reside in Quebec for 12 months? (2) Do they definitely need a CRA tax filing?
