My mother is landing this week (carrying her CoPR and a single-entry visa in her passport and other documents). Does she need to do a PRTD (50$ fee) before landing?

Did your parents have military or government experience? If yes, maybe in security screening. You can call IRCC or order IRCC notes to see what happened?

So you are entering immigration with her? If so, it's possible (depending on terminal... I guess. I am not sure) but if you are flying domestic, then you won't be able to go in.
You can give your mom your phone number and IRCC/CBSA can contact you. They usually have translation service.
This is normal compared to others your application is sitting in a pile all waiting for final approval and then COPR. PGP is not a fast process and quotas have been reduced so it will slow down even more.

2- how long these days take after medical exam until visa issue?
