I would to ask for your assistance for the principal applicant, both parents are deceased is the applicant still needs to provide the birth certificate and death certificate for both?
Second, When I submit my intention to PGP last 2020, My address is different. How do I change it? submit my application first before I can change my address? in the application form I already wrote down the new address is that correct?
Not sure what is your exact first question is but if you are applying for your parents - you DON'T need to provide any birth or death certificates, Just provide your birth certificate. But if you are applying for your grandparents - you have to provide your parent's plus your birth certificate.
Second - You just need to provide current address where you are living. Don't put your old address whatever you submitted in 2020. It is obvious that someone may more to different place between last 3 years and IRCC won't question on that.
We need a clear understanding of the most common and repetitive questions regarding BIRTH CERTIFICATE and DEATH CERTIFICATE.
Question - I am a sponsor and I am applying for my parents. Should I provide my parent's birth certificates? Answer - NO. You don't have to provide your parent's birth certificates. You must provide your parent's Marriage certificate and your(sponsor's) birth certificate.
Question - I am a sponsor and I am applying for my grandparents. Should I provide my parents and grandparent's birth certificates? Answer - You don't have to provide your grandparent's birth certificates. You must provide your grandparent's Marriage certificate, your parent's birth certificate, Marriage certificate, and your(sponsor's) birth certificate.
In any circumstances, you don't have to provide any DEATH CERTIFICATE to IRCC unless they specifically ask you.

First question has been answered. I don't see ANYWHERE that PA's birth certificate or PA's parents' deaht certifcate required on document checklist.
Second, IRCC may ask you for proof of moving from original address to your new address. Use your current address and attach a letter of expliantion with proof of address change (form to changing address for provincial IDs or mail forwarding request after you moved)

Are you sponsoring your grand parents ? If answer is NO, then no need of your parents birth certificate.
If you are sponsoring your grand parents, and No birth certificate of your mother : you need to find a document which shows their relationship and a letter of explanation.
My parents got married long time ago 70's in India and does not have marriage certificate and the application asks for one. Is notary or affidavit fine instead? Has anyone submitted affidavit instead of marriage certificate?

They might be able to register their marriage now and obtain the marriage certificate. my parents married in 1980's and they got marriage certificated in 2021 when they needed for their PR file.
I think im already lost. as a principal applicant I created a permanent resident portal and then I saw there that you can create your IMM008 there? together with IMM 5406 IMM5669 and IMM5562. is that how you apply now? no need to download the IMM forms and fill it up.?
At this point, they don't ask for documents to prove that the school and record of employments are true, you sort of just have to list them down.. Now, will they ask that in the future? I don't know.

IMPORTANT: For this form to be accepted, it must be complete (including no gaps in time for education and personal history in sections
C and D). Note: For section D, if the principal applicant or a dependant has not worked in the past 10 years (e.g. they are retired), they must provide details of their
personal history since the age of 18.
