When will they start sending the invitation to apply? Or is there a draw where we can check the results?

Last year, IRCC emails were sent on/ received by April 26

Given that the deadline to file 2017 taxes is end of April, it can be expected that invitations won't go out until at least May.

in other side we have 3mon to send full package so March will be good

If you are filing your tax return online, Netfile will not open this year to start accepting returns until Feb 26.

Also need to consider that self employed people have a much later tax due date, so application intake may not open for quite a while, or at least first round of apps will give everyone ample time to complete taxes first. There is no rush.

My family friend is applying for visitor Visa for Canada. Immigration consultant told him to get a letter of invitation/sponsorship (Letter on plain paper attested from Notary Public) from me (A Canadian PR or Citizen). Letter contains liability from my side for accommodation during visit etc.

Question is:

Giving such a letter to family friend, would it or can it, affect Parent's sponsorship or any other draw back or side effects.?

Please help if anyone knows.

You are inviting your friend on a visit only,
Visit visa is of 6 Months stay Maximum,
I dont think that this can effect your sponsorship at all
In the letter of invitation you can write that you are inviting them to your marriage or (what ever true reason) and they will stay with you for a month.

if you trust to your friend fully and he is not going to stay here illegal / more than visa expired/ - you are save

they are doing 2014-2017 in the same time, for somebody lucky it takes 6 mon , for others - 2/3 years

You have missed out for 2018, so can consider applying to lottery in January 2019 if you have qualifying income for 2016, 2017, 2018.

The challenging part is passing the medical exam. If parents are healthy with no expensive medical condition, than age will not be a factor.

Don't think so, just noticed that they process singe parent faster, less paper work I guess
your mom is very young

I just applied for my parents through online lottery 2018 Parents Sponsorship Program form and now waiting for CIC selection.
Last date to enter in lottery program was Feb 2nd, 2018.
Could anyone please tell me, how soon I can get invitation by CIC if selected.

Last year IRCC started sending out emails (either to invite or to regret) on April 26th. Probably the same this year or earlier...

Yes i trust. But you never know, because even visitor visa can be multiple entry and I think would be 10 years. And lots of things changed in 10 years.

Information for the person writing the letter of invitation
Writing a letter of invitation does not mean you are legally responsible for the visitor once he or she gets to Canada. You should still write the letter in good faith. You must tell the truth and plan to keep the promises you make in the letter.

What would be the worst, if illegal stay? or of-course not effecting parents sponsorship. Is that Correct?
