- What complications are there with sponsoring just one parent? When can the applicant (assuming his application is among the ones selected) provide reasons for doing so? (From reading some of the earlier responses) the non-accompanying parent would also have to undergo medical examination.
In order to sponsor just 1 parents and completely exlude the other one from app, the other parent must be divorced/legally separated or deceased. There are no other options.
If you have 2 parents that are married/common-law, they both must be included in the app. Even if 1 parent will be non-accompanying, they must still count in family size and must pass the medical exam. A non-accompanying parents failing the medical exam, will cause entire app to be rejected for other parent as well.
I have a very urgent question. I have my common law partner to meet the income requirement. He has two NOAs for 2015. One is personal, and the other is for his numbered company in which it is used for his self employment purposes.When it comes to filing the PGP application to identify income source, both NOA can be considered? Or The immigration authorities accept personal income only based on line 150 of the Notice of Assessment?

I got married last year we both got PR recently I was principal applicant under pnp program
I don't know I m eligible this year or not if someone can help me here

No - that's not enough. You need income to cover 6 people. As of now, you only have enough income in 2017. You're going to have to wait another two years before you'll be able to sponsor your parents.

Refreshing and quite informative to read all discussions going on; I learnt quite a bit from here. I have a question about the minimum income thresholds. For 2016, my income is about $1000 below the minimum income threshold for that year (due to the bad economy in the region).
Can I still apply for selection (by submitting the statement of interest) and (if I am selected) explain my situation in the formal application submission?
OR are these thresholds set in stone with no leniency shown? I would want to avoid paying all of the application fees only to be rejected for being below the threshold.

Then see Rob_TO's response above. You need to include yourself, your spouse, all your dependent children, your mother, your father, and all their dependent children (whether accompanying or not) when calculating your family size.
Even if you choose to sponsor one parent, you need to include the other if they're still married or in common law.
Then refer to the LICO table for minimum required income in the last 3 years.
