I just noticed today on my parents' gckey account for background check it is saying as "not applicable" . Is this normal? Or has it always been like that? Any feedback would be highly appreciated.
I don't know about you but when I received the PCC request from the HKVO, they said that if we could not obtain the PCC in time, we only need to prove that we have applied for it, meaning any kind of receipt, or something, and then mail it in afterwards. Check the email/letter you received. It may have specified that as well.
I sent it to this e-mail id: CPC-CTD-Ottawa@cic.gc.ca
I uploaded online on to my CIC account in the online application documents section. Once CIC officer officially asks for any document, the option to upload the required document appears automatically in my CIC account login.

I asked the same question when i called the call center. They told me they can always check with RCMP, and if there are reasonable doubts you go and give fingerprints and check in the database.
