Can grand children be considered as DEPENDENTS under the parent /grand parent sponsorship assuming there are minors.

Only if the parents of grandkids are also dependents (aged 21 and under).
If your own kids are not dependents, then your grandkids can't be dependents or included in the app.

I believe if both parents are deceased and children under age 22 are under legal custody of grandparents, then they can be included as dependents/orphans. Though not entirely sure on this.

I would agree, provided it is full legal custody and not a de facto situation, i.e. the grandparent was named the legal guardian in the will or was granted custody through the courts.
