In my opinion, it is good to write all in blocks, that way you don't have to worry about mistakes in capitalization of some words. I have done that in listening section of all my three attempts (all paper based) and I had 8.5,7.5 and 8.5 listening scores in those tests.
Not sure about computer delivered test though. But I don't see any reason why they will change it for Computer based.

That's only available in Chandigarh. Not in Bangalore. And I'm very much familiar with IELTS patterns. Sudden change in exam patterns will be difficult.
Don't lose confidence because of the frustration with the outcome. Use the tips why I recommended.
Pay more attention to writing task 2 and also refer to "Barons guide to IELTS writing" book. That should definitely help you score a 7 band in writing.
