I am from Pakistan but currently living in Saudi Arabia.
I need to send my HEC attested degrees and transcript to WES in HEC sealed envelop. I already have my degrees attested from HEC now I am unable to figure out what to do for getting my degrees sealed in HEC envelop.
Can I put it myself in the plain envelop, sign across the seal and send it to WES, as degrees and transcripts are already verified by HEC?
Anybody from Pakistan could help.

i think they canseal on request or you can attest your photocopy of degree and then seal that and transcript in envelope

So what would be the work around of this situation, what do you think???????
do we just need the degree n final transcript ?
i read somewhere that they require transcipt for each term/semester?
also to send it to WES or other assesment bodies..what do we need our university to send directly to them? its really confusing.
what i have understood is degree n transcript copies after attestation by HEC will be handed over to us in a sealed envelope and that can be forwarded for assesment.
any attestion required for Matric/inter???

I would like to know on same they attestion do they give immidiately or we have to wait for 3-4 hours
How HEC seals the envelop? Do they seal in plain white envelop and sign across the flap? or stamp is also required? Does WES has the specimen signature available of the signing person?

In Pakistan, OCS is dealing this method, or you can visit yourself at HEC Islamabad, R&I Department Head will do this sealed envelope thing. As far from abroad is concerned, I am not sure, but, my long shot is, you have to courier to the same person that is dealing with it, and explain it with a cover letter, and include the self addressing courier bag as well (Like if you are sending via DHL / FedEx, pay them the return fee as well and include a bag), so that they can send you back. It usually takes 5 minutes to get them sealed in-person. Would probably take two - three working days.
DO NOT DO THE DESI KAM. People are getting genuine envelopes, so WES will surely find out if someone is using fake . They use brown envelope, and paste 3 red seals. The head than stamps on the seals, and signs over them.

Please also tell me how do I get my degrees/transcripts verified and placed in University sealed envelops ?
Do i need to send colour photocopies of my degrees/transcripts to the University I completed them from and get them attested and placed in sealed envelop and then send the same along with my fee and forms to University of Toronto ?? Or do I need to send my degrees to HEC , if yes then what is the procedure, charges, time taken and other details ?? I am in Karachi

OCS is taking a good amount of time, when I asked they said it will take 40-50 days to get the docs attested, that's why I'll be visiting HEC in Islamabad on Friday. In person or authorized person can get the docs attested on the same day. Also, original documents are required they won't attest the copies only. First they will attest the original and then copies.
As written on HEC website:
Mandatory Documents for Attestation
Original certificates/degrees from Matric onwards along with transcripts/DMCs of degrees.
Original matric certificate
Original intermediate certificate
Original degree
Original transcripts/detail mark certificates (DMCs) showing date of admission and completion of Degree programs
Copy of Computerized Identity Card
Authority letter duly attested by a Grade 17 officer for the authorized person
Also, HEC attested documents are sealed for WES on the request of applicants.

, I have mine attested when FedEx was dealing 2 ~ 3 years ago. It got me done in 3 days. OCS is stupid than.

For walk in user do they attest immediately or we have to wait for hours
Also, I suggest you visit Thursday. People start to gather to make line at Attestation Office as early as 5 Am in the morning. If you get around 8 ~ 9 AM, there'll be about 100+ people in the line which will blow your chances to get attested.
I am asking Thursday, because, just in case, if you miss the chance on Thu, you can comeback even earlier on Fri. Else you'll have to wait till Monday.

OCS is authorizedfor domestic applicants, it was supposed to be 10-15 days, but right know they are taking more time.....
DHL and FedEx (may be) are authroized for people living outside Pakistan, and am not sure about their lead time.
