Do I need to submit my Canadian debt details in my proof of funds ?

Nope, nobody will come after you in Canada. Only credit collection guys can send you some letters, but if your debt was bought by those guys- now it's their problem, so you can tell them- thank you for paying my debt.

Why isn’t it misrepresentation if she doesn’t declare her debt to Canada in her PR application?

It's NOT a debt to Canada, it was a debt to a bank initially which now is a debt to a company, NOT Canada.
Not a problem to Canada but a huge prob in getting a loan, credit card, apartment, some jobs, anything that would require a credit or credit check.
Upon clearing the debt, it will be another 7 yrs until it disappears from the debtors profile.
