Outland Work Permit Application while Inside Canada (GTS) ?

I just received a positive LMIA via the Global Talent Stream. Can I submit a outland work permit application to get 2 weeks processing while currently studying inside Canada on study permit?

I am GTS. I applied since February and I am still waiting. Some of those in land from September has gotten
