We have recently applied for the Spousal Sponsorship - Outland.
While we are waiting for the decision, 
Can the Sponsor (residing in Canada) & Principal Applicant (Residing Outside of Canada) travel to foreign countries ? 
Upon that, do they have to declare those trip to IRCC  ?
Do they have to fill an Updated Travel History form and inform IRCC through Web form inquiry ?
Or

If the sponsor is a PR, must remain resident in Canada. Short trips are okay. No specific guidance on what short trips means- but if you think in terms of a 'normal' Canadian holiday trip (less than a month) probably will be okay.
No restriction on PA if outland application.
IRCC could ask for updated information, but no requirement to submit. If the application would benefit from eg more evidence the couple has spent time together, it would be in your interests to inform IRCC.

Note, some seem to doubt that IRCC checks at all (i.e. some sponsors spend a lot of time outside Canada and don't get 'caught'), but there are cases including recently. (The fact that not everyone gets busted for speeding doesn't mean speeding isn't enforced) Decide what you like, just be aware there is the risk (which might be only a risk of delays or other inconveniences, who knows).
You must advise IRCC of changes of address. If you go abroad only for a bit, that's not a change of address.
Also assume IRCC has access to border records.
