I just sent out the Outland spousal sponsorship for my husband last month. I am planning to move back to Canada this coming Aug. My husband will move back with me as a visitor to wait for the approval. I just wonder if he can apply the Open Work Permit after he came to Canada this Aug? Thx!

No, OWP applications only with inland sponsorship, and has to be submitted at the same time.
You could hypothetically withdraw the original submission and re-apply (once in Canada), but given timing, seems unlikely would be beneficial in terms of OWP coming before PR status finalized.

As said above, he doesn't qualify for an OWP. OWPs are only available to those who have applied inland.
If he can find an employer who is willing to give him a job offer and that employer can also obtain an approved LMIA, then he can apply for a closed work permit tied to that specific employer.
