Can I submit the sponsorship while my wife is still in Canada? She will have to exit because she doesn't have OHIP and will need to give birth at the end of this year. She is leaving in July
 
We have an inland that we just received the air but because my wife will not have OHIP and we do not want the x-ray till the baby is out, we decided to withdry unless there is a way to switch the application from inland to outland which is unlikely. I can use most of the docs that we have and just modify it and and more statements etc. Just pushes thing back a little I suppose. This will just suck because I will miss the birth of my first child

No, there's no way to switch it. Unfortunate but only way is to withdraw first. At least for you it is relatively early in process.

When you do resubmit, you can include a short note explaining why you withdrew.

that is what we are doing. We will have to wait till there is around a month before she goes back home before submitting.

Not clear why you would have to wait for a month before she departs?

You can submit an outland application while the applicant is still in Canada - it's quite clearly an option on the checklist.

I am just worried that the medical request could come and she is still here. Can part of the medical be processed here and the x-ray back in her country?

Include a letter with your application that says your wife can only do the medical test after such and such date due to whatever good reason you have. Leave the rest for IRCC to figure out.

my case is we submitted an inland application end of October 2021 while my wife being pregnant but our documents got returned and my wife is giving birth next month she has provincial coverage until her current status expires (student). we are sending new documents in couple days and after we will apply for visitor records but my wife will be giving birth by then
