I am getting married in February and would be sponsoring my future spouse after.
Is it possible for her to apply for a TRV so she can come back here with me and then apply for an inland spousal sponsorship from here? Or is it better and safer to just do an outland application?

You can try the TRV route, but you need to be careful. When you apply for the TRV, you will have to say where she will be staying, what money she will live off of while "visiting" Canada, and what the source of funds is. If you list it as living with you, and on your money. That will trigger the Immigration Officer questioning if she intends on staying in Canada which goes against the intent of the TRV. That will create more problems for you. In my case, I got married, and applied for PR. Then I applied for a TRV for my wife (Ukraine) in order to get her out of the country and away from the war. That circumstance may be viewed as special due to the threats associated with her staying in Ukraine.. But I am not sure. Ultimately it is up to you if you want to risk it, but if it was me, I would submit for the Outland PR.
