Greetings to all who can offer help. I am getting married in the Philippines this Sept and I am trying to clarify the process to obtain a marriage licence. Hoping others who have completed the process may offer some help.

Here's what I have researched thus far:
As soon as I arrive we must visit the Canadian Embassy In Manila To obtain a Certificate of Legal Capacity to Contract Marriage - Monday to Friday, 8:30a.m. to 10:00 a.m., and the Statutory Declaration can normally be issued on the same day

I must bring Canadian Passport
A Valid government-issued photo identification
My Canadian Birth Cert.
The full legal name, citizenship, birth date, and residential address of your future spouse;
The non-refundable processing fee

My Filipina Fiancé requires Cert. of Non Marriage or CENOMAR. She can obtain this via the Local Civil Registry (LCR), Philippine Statistics Authority (PSA or former NSO)
Her Barangay Cert.
NSO Birth Cert.
Barangay Clearance
Cedula

Embassy of Canada in Manila
Levels 6-8, Tower 2
RCBC Plaza
6819 Ayala Avenue
Makati City 1200

We should arrive early as there may be many people in line.

Do I also need a statement of good character? Character reference? I have read this: A Moral Character Reference: given the sensitivity of marriage and mail-order brides as issues in the Philippines, you are now required to obtain this document which is a letter attesting to your character and background by someone who possesses direct personal knowledge of you, your character and your background. The letter must be from:
A person of authority
A social worker
A Health or Education Officer
A Church Minister

Someone mentioned here that we can pay a 'ahem'? "express fee"? at the municipal office for them to issue M certificate in 5 days?
Is that true? When do we pay that?

Is there anything else I may be missing? Any advice or help is greatly appreciated.
