NSO marriage certificate to follow

we are in the process of gathering our documents for submission but the NSO marriage cert. is still being processed. We endorsed it a month ago but NSO office says it might take more time and not sure when it will be available for request on NSO security paper. Can we submit the LCR marriage cert. and write an explanation that we will send the NSO issued marriage certificate as soon as it's availble? It seems a waste of time waiting for the NSO issued marriage cert. without knowing when it will exactly be available. Please give some idea if we should go ahead with submission of our application.

i wonder what is taking it so long. our's was available in 3 weeks time... anyway, are u from the Philippines? the country specific instructions for the Philippines says that CENOMAR, Marriage Certificates, and Birth Certificates needs to be printed in NSO Paper... But in your case, wherein you have been waiting for it for so long, maybe u can just have it photocopied and then let it be notarized and then make an explanation.... I don't know if it's right, but u can try...
