I just married a wonderful filipina in her home province of Leyte and we have a marriage certificate issued by her municipality of Kananga but the NSO certificate wont be ready for 6-12 months according to the NSO head office in Manila. Is it okay to use the Kananga certificate for our Spousal VISA application even though the application guide specifically asks for the marriage certificate from the NSO & printed on NSO paper? Are there any special procedures to follow if so? I really appreciate the help!

Agreed. That seems TOO long. I wouldn't cut corners on that requirement, you'll only cause yourself delays later on. Order 2 copies while you are at it, you won't get the original that you send in returned to you (at least we didn't anyway).
If i remember correctly we went to the local registrar after the wedding and had something done called an 'advance endorsement'. Basically i gave them a little extra money and they sent it off to the NSO right away.
I would start by having your wife go to the local registrar and ask about advance endorsement of anything else to speed up the process. If your wife knows someone that works at the registrar or has a friend that knows someone, have them go with her. It always works faster if you know someone there. If you can afford it give her some extra cash, money also makes everything goes faster in the Philippines.

After your wedding cermony when u got back to the LCR you should inform her/him to make an advance copy(endorcement) then it will be ready within 15 working days, that's what we did and got it right away! CFO didnt accept the mirage certificate from the LCR only unless it it already athenticated from the NSO. I'm pretty sure she will start to the CFO before she can change her passport w/ ur surname DFA will need the CFO certificate.)
