Me and my Filipina wife are tying to gather all our documents so i can bring her here to Canada. We just got married last January 2016.
My question is, will the Certified true copy of our Marriage Certificate be enough as a proof our marriage?
The NSO copy of our MC wont be available until September (thats what they told me). they told me to get a early endorsement which we already did, but i want to submit our paper so she can go here this year. So is the Certified true copy be enough? or i have no choice but to ait for the NSO copy?

We submitted last Dec. with just the certified true copy and recently they just asked for additional documents including NSO copy of marriage license. So I don't see a problem with you at least starting the process now instead of wasting time waiting for NSO copy.
I believe it's the document from NSO to show if there's any previous marriages from my wife in the Philippines. I was told not all officers ask for this but some do.

Which visa office? I believe you should be ok with that but also remember every officer is different and they could always ask for additional documents.
