Other refugee travel document for non-citizens

I'm looking to help a friend as quickly as possible. My friend's wife was asked to provide a copy of her passport or ETA for her PR visa to travel from Paris to Canada. She lives in Paris as a protected person and only has a refugee travel document since her original passport was seized and cannot return to her country of origin (Guinea). My question is: can she use her refugee travel document to obtain her PR visa to travel to Canada? Thank you
