I am getting married in jan 2016 . i am pr of canada....i want to bring my wife over to canada.
What are the chances of getting of visa provided she is not doing any job
1) I am thinking to apply visitor visa before marriage for her ? what is the chance of getting it provided she is not working .
2) what if i apply visitors visa after getting sponsorship application AOR2 (file being transferred to local office)
3) if anything does not work i am planning to move india after filing sponsorshop application for her and getting AOR2 (file being transferred to local office) . will it be a problem , if i relocate to india once our application starts processing

You can visit her in India for a few weeks but cannot relocated there. Since you are a PR, you must be living in Canada when her application is submitted and must continue living in Canada until her application is finalized. So #3 is not an option.
As scylla mentioned as a PR you have to reside in Canada to apply and wait in Canada while the file is being processed; only citizens can sponsor and reside outside.

Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad."
The chances of getting a TRV depends on her ties to the country and it should demonstrate to the VO that she will come back - this can be a job, assets etc. A good thread to follow which outlines all the documents and proof is this :

I am not sure if you are aware: Officially its taking 17 months to process a file once it reaches Delhi, this is the full processing time plus 1-2 months if there is an interview but most files are getting processed in 8-9 months.
