I have already applied for my PR under the FSW program (part of EE). I am getting married in April to my boyfriend who is a Canadian Temporary resident (Post-secondary work permit) and he would be applying for his PR separately with provincial nomination or FSW. To avoid a delay in my PR process, we are keen to declare that we are married but not add him as a dependent. He would not require my sponsorship as he can get a PR under experience class, PNP, or FSW.
Can I complete my application without having to add him to it and just declare to CIC that we are married?

You must declare him even if he will be non-accompanying, and he must do a medical and police check. Whether you list him as accompanying or not, the delay will be the same.
Also have you lived with him for 12 months so would actually be common-law already?
