So, in the Sponsor Packet it says that sponsor has to submit a recent Option C form from CRS. My sponsor has been living with me in the States for the past several years, and so hasn't filed taxes with CRS. He called the number today and was told that his Option C form would just say that he hasn't filed taxes in Canada in the last year and that he should send a letter with the application to CIC explaining why he has not filed taxes in Canada and because of that he does not have an Option C form to include with the application.

The person from the call center actually gave you good advice. Include a letter of why he can't get an Option C. I'd also include documents to show that he can support you (proof of his income, etc).
I can't say I know anything for sure, but I'm in the same situation and I just wrote a little paragraph explaining that he didn't file in Canada for a couple of years and that once he did that, I would send the Option C if I could get it. I also included a letter from his employer saying he is officially employed and pay stubs to prove that he can support me.
