No - your spouse cannot apply for an open work permit. The rule you are referring to only applies to the spouses of foreign workers in Canada. Since you are a PR, this rule does not apply to you or your spouse.

Who can apply for an open work permit?
You may be eligible to apply for an open work permit if you are in one of the following situations:
You are already working in Canada and your application for permanent residence has received a positive eligibility assessment under one of the following :
Federal Skilled Worker Program
Canadian Experience Class
Provincial Nominee Program
Federal Skilled Trades Program
humanitarian and compassionate grounds You may also be eligible if you are a family member of someone whose application for permanent residence has been approved under one of the above.
That rule only applies to individuals who have applied for spousal sponsorship using the inland method. In order to apply through the inland method, both you and your wife must be in Canada. In order for your wife to be in Canada, she first needs to get a TRV. The chances of a TRV refused are unfortunately quite high.
But you can certainly try. The first step is to apply for a TRV.
