Hi
I was working in Canada from 2013 to 2017 on close WP. Now I am back in my country. I have created express entry profile and waiting for invitation. Meanwhile, Can I apply for open WP from ourside of Canada and what are the chances to get open WP.
 
I think you are referring to Bridging Open work permit. Bolded parts might interest you.

"You may be eligible for a bridging open work permit if:

  • you applied for permanent residence
  • your current work permit expires in 4 months or less
  • you have valid status on your work permit
  • you are currently in Canada "
