I have a Closed Work Permit with the company I am working for, and it is valid until Oct 2015.
In April 2014 I will apply for my PR under the CEC. Unfortunately, I was told by my boss that after May 2014 there will not be any other project that I could be working on, that way, I will have to leave the company.
I would like to know if it is possible to apply for an Open Work Permit?
It will take up to 13 months to receive my PR, and I will need to work while waiting.

First, sorry to hear, but you've been given 4 months warning - that's a lot more than most people get. You can start looking for another employer, I know it's difficult to get the LMO but you can try.
Second - officially, to be eligible for the Bridging Open Work Permit, you would have to get the Acknowledgement of Receipt for your CEC application, AND be within 4 months of the expiry of your current work permit (e.g. not before July 2015).
If you have no other choice, some people have succeeded with the BOWP by writing an explanation that they are no longer working for the employer named on their work permit, and need a new work permit to remain employed. You should check back here once you get your AOR to see of that is still happening (according to the rules, that should not happen, but ...).
As byrwus said, your other option is to return to your country while waiting for your application to be finalized.
