Open study/open work permit.

Can anyone please explain how does open study and open work permits work? I am from Jamaica, I am to migrate in a month to work in Canada, I have 2 dependent daughters 18yrs old and 13yrs old, I would like them to come up afterwards to live with me, my 18yrs old is gonna be going college however because of financial reasons I have not yet selected a school for her, my question is would a open study or open work permit apply to her and could she get both, also does open permits mean that she could come to Canada and then find work and school? Guys plzz someone plz clarify for me urgently.

No she cannot get SP and WP at the same time. Also there is no such a thing as OPEN Study permit. She has to get a letter of acceptance from the university FIRST and THEN apply for her SP. If she gets it and comes to Canada she will be able to study full time and work part time (20 hours a week during classes and 40 hours during summer and other breaks) without WP (just as a full time student).
