You won’t get NOI at all. 433 is lowest they went this year for HCP. Try and attempt IELTS again

433 was the lowest score for the normal HCP stream (so far). They have however, issued targeted NOIs to certain "in-demand" NOCs this year, with CRS scores far lower, even in the low 400's. As for the French-speaking stream, there have been NOI's issued to candidates with CRS scores in the 350's.
