I wish I had this information. But I am guessing there still are many people who have NOIs. Anyone who was issued an NOI between mid March and July 24 still has a valid NOI. So depending on how many nominations are available after they clear the current backlog, Ontario might want to wait a couple more months for more NOIs to expire.

Got NOI on 29 June, but some how missed to register. Waiting anxiously for HCP to open.
Ontario provides assistance in finding jobs however you as an applicant have to approach them. Having a Nomination will give you opportunity to use courses or job portals free of cost which otherwise can cost you 1,000s of dollar.
I strongly recommend to search the relevant courses available before landing and start them at least 4 weeks before landing date.
You will be required to register with Provincial and Federal sponsored programs along with getting free services from councils if you really want to get hired within 3 months of landing.
You are required to live in Province until you get Citizenship if you went under PNP scheme. However, you will be released if it is required by your employer or you couldn't find better job in the province.
For these employment services, you need to have a valid PR/COPR/VISA, Qualification, and experience in the relevant field. Other benefits like Insurance, Health, and other benefits will be same.

If any person has a PR/COPR, Minimum Qualification required for the course, and minimum one year of experience then all of you will be able to get free courses but these are free for only newcomers. Therefore, it is suggested to get enrolled as soon as you receive your COPR/Visa Stamp. These courses are like counselling and not the traditional type of lectures.
However, even if there are charges for some courses that you want to take then you can get assistance from the province you are sponsored from or CIC whichever is applicable.
