Really!! do they say why NOI was issued then? It doesn't make sense to get rejected because of noc alone. Well if they were talking about your area of training that would make some very little kind of sense at least! I woudn't withdraw if I were you. And you've already paid afterall!
What it says is that you don't need to request anything from from OINP to start the process. Just follow the instruction released on Feb 22nd - go to the one-key site, set up your account, and create you OINP application. Once a new OINP application is created, you have 14 calendar days to submit it, meaning you need to upload all relevant documents within 14 days. However, you can withdraw and recreate a new one if you can't make it in 14 days, as long as your NOI is valid (it will expire in 6 month after issuance).
Your profile is not active as long it it in pending additional criteria status. What you can do is, raise a technical issue. When I re-created my profile I waited for around 24 hours, then raised a technical issue, they changed my status is half an hour. Hope that helps!

I created my one-key id and have started filling in my details. What I understand is the following:
1. Documents are not required to be attested. Please note, I have not studied in Canada.
2. My spouse has no work experience in Canada, so I have not gained any points on spouse work experience. Hence I need not upload any documents of spouse work experience. The section clearly says 'Your Spouse or Common-Law Partner's Work Experience in Canada'.
3. All the pages of my passport are required. But only the first and last pages of my dependent's passport are required.
Is my understanding correct. Can you please confirm the above or correct me if I am wrong.
On more query: I do not have connections to Ontario, what should I fill in Intent to stay in Ontario. Can someone please give a general idea on what to write.
