Is Ontario sending NOI to candidates now? or Is it on Hold?

Ontario doesn't want to make the same mistake they did last year by filling up quota in a month and then stop sending it. As per their last notification on the website, they will be sending out notifications through out the year. Hence, slowly but surely.

You can check updates on their update page as usual.

They have never made such mistake - last period was 8 month long.

Were you able to see Date Of Birth Field filled in your ONe-Key Profile?
I heard for many, It was blank and greyed out, even after entering the details while registering

Now try to create another One-key profile before withdrawing the previous one.
Before submitting you will notice that your DOB data is visible. Now when you go ahead and submit it you will not see that in your one-key profile or in those forms.
So, the brief moment of time it was visible to me, it meant they are pulling up the data from your EE profile id that you mentioned in the 1st One-Key profile.
Nothing to worry, it ll remain as blank and in-editable and will pull the data from your EE profile. It may not be visible to you but will be visible to the OINP team
