Yes 1st time refusal, I sent an email to CIC (Ottawa and New Delhi) to reopen by providing additional documents which supported the grounds for returning back to India.
Did not reapply.
If appeal here means challenging the decision legally- then no
If appeal means a request to reconsider- then yes

My application is reviewing eligibility since 18th July applied on 28th June.

Just want to share my experience guys. I applied for my parents visitor visa on 4th July. It was processed at BangaloreVAC.
Elgibility review started on: 15th August.
Visa approved: 16th August

visa stamped on 4th day from submission at VFS Chandigarh, duration of visa- till passport expiry (mother's passport is valid till 2026 and father's passport is valid till 2020).

Finally the TRV process is over till 2020 (parents got visa and in laws have landed already). wish all of you the best and a speedy passport request.

My TRV got approved on 16th and I sent my passport to the nearest VAC on the next day that being, 17th August. How many days did it take for you to get your visa stamped for your parents? My TRV says approved but I haven’t received any document number or document status like I received for my pgwp. When does the document status column appear in the cic account?

You will get you passport within 10 to 15 days in india or could be early moreover your status will be change when they will update your account.
