Once a refugee becomes a Permanent Resident, do they then need a Criminal Background check to become a Citizen? What if they can't get one from the country they left?

for citizenship they need PCC for the countries you lived for 6 month during the last 4 years.as an example,if you come to canada in 2016 and apply for citizenship in 2021 then you dont need to submit any PCC from the country you left
